Pittsburgh Based Staffing Firm Gives Two Execs Regional Management Responsibility and Names a Third to VP
Pittsburgh – Three senior executives of PEAK Technical Services Inc., a national staffing company dedicated to engineering, information technology, and life sciences recruiting, have been promoted: two to regional vice presidents and the third to Vice President of Internal Operations.
“With more than $35 million in annual revenues and a national presence, PEAK Technical Services is a major player in these critical technical markets,” said Joseph V. Salvucci, the company’s chief executive. “With this reorganization, we are positioned to grow exponentially in the coming years, especially in the IT and Life Sciences markets.”
The promoted executives are:
- William Kilgour, Vice President, Eastern Region. Currently the manager of the Philadelphia office, Kilgour will now oversee the PEAK Technical Services offices in Pittsburgh, PA; Philadelphia, PA; Chicago, IL; and Troy, MI.
- Thomas Payne, Vice President, Western Region. Currently the Vice President of Administration, Payne will oversee the PEAK Technical Services’ offices in Irvine, CA; Woodland Hills, CA; and Oceanside, CA.
- Charles Farmer, Vice President Internal Operations. Formerly, Director of Internal Operations, he will retain responsibility for training and development, information technology, vendor management, and facilities.
Mr. Kilgour brings more than 20 years of experience in the staffing business, including positions as a technical recruiter, sales representative and regional manager, directing six offices that generated $50 million in annual revenues. He will continue to operate from the Philadelphia office.
Mr. Payne joined PEAK Technical Services in 1998 after a 20-year career in the United States Air Force where he achieved the rank of Senior Master Sergeant. Prior to retiring from the Air Force, he was responsible for the performance of 50 recruiting offices in four states. At PEAK Technical Services he has served as a staff recruiter, Director of Human Resources, and Director of Operations.
Mr. Farmer joined PEAK Technical Services in 1998 after a 28 year career in the United States Navy where he earned the rank of Command Master Chief. His final assignment as Command Master Chief Naval Station Annapolis/Naval Academy Complex led him to PEAK via the Navy’s Transition Assistance Program which helps those leaving the Navy find new careers in the civilian economy.

Peak Technical Services is headquartered in Pittsburgh with offices in the RIDC Park in O’Hara Twp. The company was founded in 1968 and was focused on the varied engineering market. In recent years, the company expanded first into Information Technology segments and later into the Life Sciences field.
To stimulate growth, PEAK Technical Services opened six offices outside of its home base in Pittsburgh, including three on the west coast.
“Having a presence in major business centers in the United States is a key element in our growth strategy,” said Mr. Salvucci. “In addition, we have expanded from our core competency in engineering into the information technology and life science markets.”
Mr. Salvucci also credits the company’s commitment to ongoing and focused training with contributing to its growth. “The needs of the technical markets change very quickly and without recruiters who are current with the industry trends, we could not meet our clients’ needs and grow our business.”
PEAK Technical Services generates more than $35 million in annual revenue and employs 400 professionals.
